Jostle considers all users "contributors".  Anyone can submit a news article, add an event, make a comment, post a shout out or start a discussion.  Do you have a special event coming up that the agency should know about?  Post it to events so we all know what's going on.  Likewise, if your department has some exciting news to share, create a news article to tell everyone about it. 

The teams and library areas are a little more focused and have designated editors.  These areas will help you find forms, policies, organizational structures, and more.
